Now the Telangana bill in the President court

Congress cabinet prepared all formalities and about to send to the President's office, at any time it will reach the presidents house. As of now President Pranab Mukherjee is in his home state West Bengal and he will be returning on Sunday.
Once he gone through the Telangana bill, will decide to send it to Andhra Pradesh assembly. However it becomes ministry, as how long president will give on this bill to discussion in the Assembly.
Since 1960 to 2000 in total there are five new states are formed, in which they got about 20 to 69 days of time given for assembly. If he could have followed the same scenario, then AP assembly may get 40 days of time or else at least will get 20 days of time.
Where as congress high command is thought that if at all Telangana bill is not presented in this winter parliament sessions, they are planning to conduct special parliament session in January 2014 to pass through.
